About the Role
Lead Governance. Reduce Risk. Drive Operational Excellence.
We are seeking an experienced and commercially focused State Compliance & Contracts Manager - VIC to lead compliance, contract governance, permit approvals, and pre-construction operational readiness across our Victorian business.
This is a critical leadership role responsible for ensuring projects transition seamlessly from Sales into Construction with complete, compliant, and construction-ready documentation. Acting as the custodian of front-end compliance and risk management, you will provide oversight across site assessments, permits, approvals, contracts, variations, sales acceptance, and operational governance.
Reporting to the National Compliance & Contracts Manager, you will work closely with Sales, Customer Experience, Workflow, Pre-Construction, Systems, and Construction teams to drive compliance excellence, improve operational performance, minimise risk, and support business growth.
Lead compliance and approvals activities across the Victorian business.
Ensure compliance with Victorian building legislation, planning requirements, regulatory obligations, and internal governance standards.
Establish and maintain robust compliance frameworks for site assessments, planning approvals, permits, and operational readiness.
Provide oversight and direction on complex, high-risk, or non-standard projects.
Drive consistency, accuracy, and accountability across compliance processes.
Ensure all projects enter construction with complete and compliant documentation.
Conduct or oversee site assessments where required.
Own the quality and integrity of files transitioning from Sales into Operations.
Establish quality assurance standards and sales acceptance controls.
Ensure contracts, approvals, permits, and supporting documentation are complete and accurate prior to construction commencement.
Partner with Sales teams to improve compliance awareness and operational accountability.
Drive a "Right First Time" culture to reduce rework, delays, and customer disruption.
Implement governance controls and auditing processes to minimise operational risk.
Ensure customer contracts align with legislative requirements and company standards.
Identify contractual risks and implement appropriate mitigation strategies.
Support contract accuracy, completeness, and operational compliance.
Improve contract literacy and governance understanding across the business.
Assist in resolving contract-related escalations and compliance concerns.
Oversee contract governance frameworks and compliance controls across Victoria.
Collaborate closely with Sales, Customer Experience, Workflow, Construction, Permits, and Pre-Construction teams.
Ensure operational decisions support compliance, customer outcomes, and project delivery objectives.
Influence stakeholders to adopt and maintain best-practice governance standards.
Drive accountability and compliance ownership across operational teams.
Lead and support continuous improvement initiatives that enhance operational efficiency and customer outcomes.
About You
You are a highly organised and commercially astute leader with a strong understanding of residential construction compliance, governance, and operational processes.
You will bring:
Proven experience in compliance, contracts, pre-construction, operations, or governance within the residential construction industry.
Strong knowledge of Victorian building regulations, planning requirements, permit processes, and approvals.
Demonstrated experience developing and managing compliance frameworks, governance controls, and operational policies.
Strong commercial acumen with the ability to identify and mitigate risk.
Exceptional stakeholder management and influencing skills.
Advanced analytical, problem-solving, and decision-making capabilities.
Experience driving accountability, process improvement, and operational excellence.
